I was wondering if someone could confirm what i read

I read that in PVP your mage can only have 15% spell damage increase, can anyone confirm that?

Yes, for a long time the cap was 15% when doing damage to players. But it looks like you can increase it to 30% under certain circumstances. There is information about this on the Spell Damage Increase page.
