i think i have something

ive always wondered why crafting (reforging and imbuing and whatever else) was never 100%
then I turned to loot and after seeing a legendary artifact I think I found the best equipment in the game
but then I figured its about the same as reforging and random
but then I think I figured something out
every monster in the game gives a certain loot
like if I want hci then I should kill monsters that are hard to hit
and so on and so forth
I haven't begun doing this yet and was wondering if anyone knows anything about this
